Surface condition changes cost, handling and downstream fit of a hot rolled coil order, and it should be decided together with the required tolerance and finish level.
Do not select HRPO only because it sounds cleaner. If the coil will be welded, blasted, hidden inside a structure or further processed locally, mill finish may be sufficient.
If the requirement needs smoother surface or tighter dimensional control, cold rolled coil is usually the better route.
